注册教育基金Registered Education Savings Plan(RESP)

RESP是政府鼓励家长为子女提早做教育储蓄的计划,计划里面的储蓄是可以免税增长,还能得到政府的补助,如:Canada Education Savings Grant(CESG), Canada Learning Bond(CLB)等。

选择正确的RESP计划是非常重要的。我们公司能帮助您在不同的金融机构(如各大银行,基金公司,保险公司,投资公司)开设个人或家庭RESP账号。团体计划是由一些机构如:Knowledge First, Heritage等公司提供和管理。

通常,个人计划和家庭计划能提供更多的灵活度跟自由,费用也相对比团体计划便宜。选择家庭计划或个人计划最重要是看您有多少个小孩子。家庭计划相对来说更灵活,如果您计划里有部分的小孩子不上大学或大专,计划里面的钱是可以转给其他上学的小孩子。

根据加拿大统计局所做的调查,在2010年所有加拿大人的RESP账户,有大概33%的钱是团体计划里面,到了2012年,下降到只有27%。

教育基金有3个不同的计划:个人计划,家庭计划,和团体计划。

1. 个人计划Individual (non-family) Plan

在这个计划里面,只有一个小孩子能成为基金的受益人,这个小孩子可以是您自己的子女,或其他亲戚或朋友的小孩子,小孩子不需要跟您有任何关系。

2. 家庭计划Family Plan

如果您有超过一个小孩子,最好是选择家庭计划。您能指定一个或几个小孩子提取基金里面的钱去支付读大学或大专的费用。计划里面的小孩子必须跟您有血缘或收养关系,他(们)可以是您的儿女,收养子女,孙子女,兄弟或姐妹。

家庭计划的好处是账户里面所有的钱能随意分配给不同的小孩子。在计划里的每个小孩子能得到最高$7,200的Canada Education Savings Grant(CESG)加拿大教育储蓄的补助。

3. 团体计划Group Plan

团体计划里面,只有一个小孩子能成为基金的受益人,这个小孩子可以是您自己的子女,或其他亲戚,朋友的小孩子,小孩子不需要跟您有任何关系。

团体计划,通常都要求您定期,不间断的放钱进去计划里面。您的投进的钱是跟其他人的钱捆绑在一起的,投资的选择是由团体计划公司决定,通常会做在低风险的投资。每个小孩子能领取多少钱,是根据团体计划的账户里有多少钱,和有多少个小孩子在那一年取钱有关的。

团体计划有登记费,行政费用,还有处理费。另外还有忘记供款的罚款,和提早停止供款的罚款。The Investor Education Fund一个由安省政府Ontario Securities Commission成立的非牟利机构警告说,用如果在计划开始的头几年您停止供款,把拿钱出来,因为有很多的费用,您将会得到比供款少很多的钱。

团体计划因为部分的投资不透明,在2012年,安省的OSC介入,要求其中一些公司提高透明度和管理体制。

RESP教育基金的政府补助

  •  每个孩子的终身最高补助是$7,200。
  • 根据收入的不同,政府的补助CESG也是不同,一般来说,是您供款的20%,每年最多补助$500。
  • 补助追溯: 如果您在孩子17岁之前,没有拿到最高的补助,在每一年您都可以购买更多的教育基金将之前没有购买的额度补上。每年的补助的额度最高是$1,000。如:购买$5,000教育基金, 就能拿到每年最高的额度,就能更快的将之前欠缺的补助额度补上。

如果您在正在领取National Child Benefit Supplement(NCBS)国家儿童福利补助金,最高会得到$2,000的额外补助:

  1. $25的开户费用的补助
  2. $500的补助直接到小孩子的RESP账户;
  3. 如果您在小孩子15岁之前,继续领取National Child Benefit Supplement(NCBS)国家儿童福利补助金,然后每年政府会额外补助$100。

其中总供款$36,000,可以免税返还给供款者,另外的$57,730可以作为小孩子的读大专或大学的费用。

帮孩子购买教育基金,有一个重要的日子要记住,如果想要拿到政府的补助,教育基金账户RESP必须要在孩子15岁那一年的12月31号之前开户才行。
